In Shizuoka City, in order to further promote urban development in which more citizens can safely and comfortably use bicycles, which have the benefits of promoting health and reducing environmental impact, the "Shizuoka City Bicycle Promotion Plan" was formulated based on the "Shizuoka City Bicycle Use Plan (March 2015)". This plan sets six basic goals: promoting "health", reducing "environmental" impact, promoting "use", creating "liveliness", improving "morals", and establishing "pride". Based on the three pillars of "hardware response", "software response", and "mind response", the plan is working on improving bicycle lanes, strengthening awareness and raising awareness of bicycle rules and manners, and promoting bicycle use.
